Living things are programmed.
To say any different is to ignore the obvious. There really isn’t anything else to say about it.
Is this base programming perfect/complete/or sufficient?
For the short term, yes! and literally millions of species rely on it daily to persist and perpetuate their existence.
For humans, though, it is not.
Though deeply profound and miraculous in their own right, persisting (surviving) and perpetuating (reproducing) are only the beginning.

How is this programming accomplished, and by whom?
– A very worthwhile question. Unfortunately, I have no idea.
Why didn’t you say God? Isn’t this a site about holiness?
– Indirectly, God is responsible for everything. Directly? That is much harder to say. For example, God didn’t write this sentence, I did. In the same way, it is certainly reasonable that someone besides God programmed all living things.
Who?
– I don’t know. At least, I know nothing about the particulars about that but could only make a very broad and speculative statement.
